It's not the first time that Dick's dropped into the middle of a crowd of people running away from something. Usually, though, he knows how the hell he got there.
Still, he's not the kind of person to turn away from people who need help. Wouldn't have been even without Batman's training. Which is why he takes off toward the burning building as well, weaving through the panicked crowd fairly easily.
When he notices that he's not the only one running that direction, Dick changes trajectory just a bit so that he finds himself meeting up with her. A quick glance at her uniform left him with the impression that, like him, she probably wasn't from around here. At least, she wasn't dressed like anybody else around them.
"Don't suppose you know where the water pumps are around here?" Well. It was possible that she WAS from around here, after all.
